Description: A program which allows the user to edit .cel and .kcf
  files for use with the KISS program.

Requirements:
  VESA-compatible SVGA capable of displaying 640x400 in 256 colors
  Mouse
  Enough EMS memory to store the cel being edited

Authors comments:
    This program began as a simple .cel file viewer, and I added it's
(limited) editing features a bit at a time.  It's not something you
would use to create cels with, but it can be used to make small changes
to existing cels.  CE is also fairly good (IMHO) at editing .kcf palette
files.
    Note that a TSR program, such as univesa, can probably make your
SVGA sufficiently VESA-compatible to run this, if it isn't already.
